Abstract
The saturation of the total width Γ of the Giant Dipole Resonance in very excited nuclei and the constancy of the associated gamma-ray multiplicity established experimentally are explained in terms of the independence of the temperature of the spreading width Γ↓. Evidence for different time scales controlling the thermal fluctuations in hot nuclei is presented.
